Answer

A Legrand Soot Gun was used to blow the soot out of the tubes and smokebox of steam locomotives. It was connected to a source of compressed air at one  end and had a long tube (lance) at the other which was used to direct the compressed air to where it was needed.

The device was used at locomotive depots by the fitters required to undertake maintenance on the steam locomotives.
