Answer

A switch used in telephone circuits at signal cabins and stations.

A switch would be used by the signalman to ‘cut out’ (isolate) phone circuits when his cabin was unattended. The device allowed calls to be switched to an exchange or to the next attended cabin. When the signalman returned to the cabin, he could ‘cut in’ by turning the dial and receive calls again.
